When did the building regulations change regarding the locating of non condensing boilers in kitchen cupboards? Am I right to assume that when fitted 15 years ago it would have at that time complied with building regulations?
I am not aware of the precise requirements of Building Regulations from this date regarding installation in cupboards and these would depend on the type of boiler concerned – which you do not specify (it may or may not be an open-flued type).
While it is likely that a boiler installed 15 years ago will have conformed to the regulations at this time, there is no guarantee of this. However subsequent inspections or servicing visits by qualified engineers would presumably have indicated if there was a major problem.
I am not certain about the exact reason for your enquiry, but it may be to do with some recent changes to the guidance on ventilation requirements given by Gas Safe which have led to some boilers being classed as “at risk” when they were previously deemed satisfactory. HSE have issued information on this which can be viewed at www.hse.gov.uk.
