Can a new condensing combi boiler replacing an existing combi boiler be located over a kitchen sink unit/drainer?
As I am aware, there are no technical reasons to prevent this (but see below). Most restrictions on the location of a boiler are to do with the need for the flue to comply with Building Regulations (distance from opening windows etc) and the need for the condensate drain to be piped in to the waste water system.
Please note that there may be issues to do with Wiring Regulations (regarding “zoning” – in terms of the proximity of the electrical power supply to an area where there is water).
There may also be a practical point in terms of ease of access by the householder when using the sink.
A Gas Safe-registered gas installer would be able to advise in more detail on all aspect of the above after a site visit.
