Heating and Energy Saving Strategy (HES)
Community Energy Saving Programme (CESP)
Changes to Standard Assessment Procedures (SAP)
Proposed changes to Building Regulations
Building Regulations (Part L)
From 1 April 2005, all new gas boilers fitted in England and Wales must be high-efficiency condensing boilers.
This change will not apply to oil-fired central-heating boilers until 1 April 2007. This change will not apply to warm air central heating.
Government has produced a leaflet for consumers, which gives further information about these changes. Download this leaflet.
All work carried out on new boilers or on fitting extra radiators must be carried out by a member of a Competent Persons Scheme. All work of this nature then has to be reported to the Local Authority Building Control. This will normally be done by the installer through their Competent Persons Scheme.
When the work has been completed they must supply you with a certificate of completion issued by the Local Authority Building Control. This is important especially if you are looking to sell your home as if forms part of the Hips pack.
Gas Safe
From the 1st of April 2009 all heating engineers that install a gas appliance in your home must be registered with Gas Safe.
This registration scheme used to be run by Corgi.
If you are getting a new gas boiler or gas fire fitted you must check to see that they are Gas Safe registered. If they say they are Corgi registered that is no longer valid and on its own would constitute illegal gas works.
If you do not use a Gas Safe registered heating engineer then your installation is illegal and you will not be able to get a Local Authority Building Control Compliance Certificate. You may also struggle to sell your home without the proper paperwork.
All Benchmark licensed installers and members of a Competent Persons Scheme for gas installations will be Gas Safe registered.
